The Town of Buchanan, which is located in the southeastern portion of Outagamie County, Wisconsin, is a unique blend of rural and urban development. We have experienced considerable growth pressures during the past decade. Much of our development has occurred within the boundaries of the Darboy Sanitary District, which was created in the 1980's to provide "urban services" to the newly developing areas. The Town has a current population of nearly 6,719 residents and encompasses a land area of approximately 18.4 square miles or nearly 11,800 acres. Buchanan shares a common boundary with the communities of Appleton, Kimberly, Kaukauna, Combined Locks, the Town of Harrison, the Town of Holland, and the Town of Woodville. Important Resident Notices2008 Town RevaluationAssociated Appraisal Consultants, the assessor for the Town of Buchanan, is conducting a revaluation for the Town. All properties are required to be reassessed per State Statute. Assessors will be driving vehicles displaying the Associated Appraisal logo, carrying a letter of introduction and wearing photo ID tags. They will be taking digital photos, verifying building measurements and conducting interior reviews. If no one is present when they visit a property, a note will be left on the door asking that you contact their office to make an appointment. Associated Appraisal's phone number is (1-800)721-4157 or (920)749-1995. They anticipate sending out new assessment notices by late August. We encourage anyone that has a question related to their assessment, please contact the assessor. Thank you for your help and cooperation. Dogs to be Licensed and Kept Under ControlDogs running at large and untagged dogs are subject to impoundment and the owners may pay penalties. A dog is considered to be running at large if it is off the premises of it's owner and not under the control of the owner or some other person. A dog is considered to be untagged if a valid license tag is not attached to a collar which is kept on the dog whenever the dog is outdoors, unless the dog is securely confined in a fenced area. An officer shall attempt to capture and restrain any dog running at large or any untagged dog. If the owner of a dog negligently or otherwise permits the dog to run at large or be untagged, the owner shall forfeit not less than $25 or more than $100 for the first offense, and not less than $50 or more than $200 for subsequent offenses. Please note: Beginning May 1, 2008 the cost for dog licenses will increase to $5.00 for spayed & neutered dogs and $10.00 for dogs that are not spayed or neutered. Summer Fun in the Parks SeriesJoin the Towns of Buchanan and Harrison for our Summer Fun in the Parks Series. This summer, the towns will be sponsoring nine family oriented special events at various park sites in Buchanan and Harrison. The events will be free. In early May, watch for our Summer Fun in the Parks Series schedule on this website, posted at the parks and in the local newspapers. You can also contact the Buchanan Town Hall for further information. Buchanan's Burning Ordinance:Areas outside the Darboy Sanitary District No. 1: will be allowed to burn on all days except Sundays and Holidays, (as defined by Sec. 895.20, Wis. Stats.) on their own property during daylight hours at such times as the wind speed is less than 10 m.p.h. At each such fire, it must be attended while burning and there should be at least two (2) means of extinguishing the fire. All fires should be a minimum of 20 feet from any structure.Areas within the Darboy Sanitary District No. 1 Boundaries: A property owner may burn grass, leaves, tree branches, and other yard waste on their own property on MONDAY NIGHTS ONLY (except Holidays) of each week between the hours of 6:00 p.m. and 10:00 p.m. at such times as the wind speed is less than 10 m.p.h. At each such fire there must be at least two (2) means of extinguishing the fire. Each fire must be attended while burning and extinguished not later than 10:00 p.m. No fire pit shall be permitted within twenty (20) feet of any structure. Any person in violation of this ordinance shall pay a forfeiture of not less than Two Hundred Dollars ($200.00) nor more than One Thousand Dollars ($1,000.00) plus the cost of prosecution of each offense. Recreational fire pits are permitted and must be attended at all times or extinguished. Pits should be located not less than 20 feet from any structure and must burn only clean wood products. They should be primarily used for cooking food or warming the body.
